This effect damages you twice per second. The damage starts at 1 (
) and increases by 1 with every level of the effect.
It's applied by being hit by any Redstone tool.

The Electropotion is unobtainable in Survival mode, but its effect cloud can be released by a an Electric Chest Trap. (It inflicts Electrocuted for 8 seconds.)
Smelt Redstone Dust in a furnace to obtain a Redstone Nugget.

Craft 9 Redstone Nuggets together to make a Redstone Ingot.

From there, you can craft the tools and armor like any other material with Redstone Ingots.
Example recipe with a Redstone Pickaxe:

Smelting any Redstone tool or armor yields 1 Redstone Nugget
Crafting either a Redstone Sword or a Redstone axe gives
Electric Powered Offense.
Crafting any armor piece gives
Electric Powered Defense.
Having all four armor pieces equipped and all five tools in your inventory at once grants
Cover Me In Blood Dust.
Having the pickaxe earns

Crafted with 9 Redstone Ingots.
It behaves like a Redstone Block, but only gives a signal strength of 7.
