It requires a Crystal Shard in your inventory to be used, which also happens to be its crafting ingredient. So in total, you need one Crystal Shard to craft the Ribbon + Crystal, and a second Crystal Shard in your inventory to use it.

Projectile speed: 1.6
Knockback: 0
Fire rate: ∞
In practice, deals 13 damage in a single hit.
